Universe-Killing Bullets: The most logical explanation is that S.H.A.D.E. (which almost certainly has access to the full databases of the Ultramarines Corps) built this pair of bullets to incorporate rare elements that would serve as a powerful catalyst to the universe-wide toxin that was introduced into Neh-Buh-Loh by the Ultramarines, triggering its destruction within Phases. It is possible that the catalyst was a binary compound, requiring both bullets to hit Neh-Buh-Loh in sequence to activate its destruction.
