After the Outsider arrived on Prime Earth in Darkseid's wake, he took a year to take stock. However, as soon as he had, he saw the need for a unified villain underground. A year into the existence of the Justice League, he began contacting their enemies. The Secret Society spread from there, drawing in non-League villains and even defectors from A.R.G.U.S., until they were so powerful A.R.G.U.S. had to investigate them. They lost the encounter but managed to keep their secrets. When the Outsider's plan to free his shadowy masters began, the Secret Society was there to do his bidding.
